Joe Lee Parks of Fayetteville, longtime business owner and civic leader here, died Wednesday afternoon (April 16, 2014) in Lincoln Medical Center. He was 83. A native of Lincoln County, he was the son of the late Gilford Roland and Siddie Catherine Smith Parks.
